MAPP Basics

Mobilizing for Action through Planning and Partnerships (MAPP) is a strategic planning approach to community health improvement developed through the cooperative effort of the National Association of County and City Health Officials (NACCHO), the Public Health Practice Program Office of the Centers for Disease Control and Prevention, local health officials, community representatives and academicians.

Key Features

  • An emphasis on a community driven, community owned approach which helps a community take responsibility for its own health.
  • The use of traditional strategic planning concepts and the 10 Essential Public Health Services to define public health activities.
  • Includes four unique and comprehensive assessments to identify strategic issues and to help develop a community-wide strategic plan.
  • Engages all elements of the local public health system.
  • Promotes discussion to ensure the inclusion of diverse voices and perspectives.
  • Develops a shared vision.
  • Utilizes data to inform the process.
  • Establishes partnerships and collaborations.
